here is the problem again
is there any documentation explianing how to properly set up
SVHS VCRS Please help..
what exact settings do i need to change can i see this in real time
to the toastervision..

Not really sure what your exact problems are but through the years I have come to the conclusion that it is amazing that most (S)VHS signals even play on anything. Look at an external waveform/vectorscope and you will see a big fuzzy mess where sync, colorburst, etc. is supposed to be. The main saving grace all the years for VHS was monitors and TV's were very forgiving. When these signals are sent through professional gear (i.e. TBC's) where it must lock exactly these sync errors can become very apparent.
Flaging I think they call it.
I thought it didnt happen since the toaster had a built in
TBC?? Its caused by a shifting sync.

To get the video after the TBC, make sure you are viewing Program Out on a ToasterVision.

The internal TBC is only used during capture when capturing via Program Out , just viewing it on ToasterVision Program Out won't take the video through the TBC. In the capture panel, select Program Out as the Input source while setting your actual analog source on the switcher depending on whether you're bringing the video in via composite, y/c or component.

I know what you mean! I had three decks and two cameras in for repair because of this proplem, and none of them had anything wrong.
VT[3] seems to handle the SVHS signals better. There was an article in one of the forums about settings that would improve the signal. Try a search, if you don't find something here, look in the old forum archives.

What I do to fix this problem is run my VHS footage through my old Videonics MX-1. It fixes the problem quite well. If you have one lying around that is.

One of your problems (the hooking at the top of the image) looks a bit like one I have with a VHS VCR that was 'repaired' years ago (by someone who was less than expert, I think. :( )
As I understand it from a friend who worked with VHS gear for some years, it's a maladjusted part of the transport mechanism, which makes tapes recorded on this VCR a bit messed up. They play back fine on the VCR they were recorded on, but show this hooking problem when played on any other deck. Similarly, tapes recorded on other decks show the hooking when played back on my 'repaired' VCR.
It's a bit unclear on your screenshot, but in my case, the hooking was present on only one field. I was able, with a bit of fiddling, to get DFX+, to discard the messed-up field, recreate it by interpolating the other field, and overlay the result. It loses some vertical resolution at the top of the image, but is a lot better than having everything waving around up there. I could email you the flow if it'd be any help.
I don't know what's causing the flagging, though. I've never seen that with mine.

The tbc in the toaster does not seem to correct flagging.
flagging seems to be dependant on the recording and tape.
only a full fledged full frame tbc seems to correct this such as a DPS tbc4
