is there a method in SE to eliminate 'moire effect'?
If not is there an inexpensive download that can be used in SE?

This comes up fairly often - there was a thread about it just recently. Often, a very small blur will help.

Also sometimes...it is helpful to offset the video a line or so...besides the small blur...
It depends on the subject matter and material shot.
Can you upload a still of small clip?

I failed miserably at using the blur feature.
I didn't affect the jacket's flashiness but I did screw up the audio and end up with stuttering. Fortunately managed to fix the audio.
But didn't figure out the blur feature.

That just means that the computer you are using can't perform the blur in real time. You can change your preferences for background rendering, or use a background render filter to pre-render the blurred clip. Once the background render is complete, it can play smoothly.

I rendered the project in SpeedEDIT.
It came out at over 18 GB [104 minute film]
I used Sony vaio 'content exporter' to convert the 18 GB file and burn it to a 4.7 GB DVD.
The actor's jacket didn't exhibit any 'moire effect' in the final product.
