Is there any way to make luminous areas glow? HD instanced elements don't receive glow by default. I was thinking if it would be possible to configure some post filter so that it causes glow to happen on certain RGB values. Is there a way?

Do you mean corona? Should work if you feed a rendered sequence back through the background channel and re-render.

Corona seems to work even without tricks.
But I want to control the glow in separate colors and areas, for example blinking lights on building rooftops (luminosity going up and down), etc.
Special buffers don't seem work with HD Instanced objects. With HD instance, I'm running out of options, because obviously I can't use lights with lens flares or other usual tricks. Bloom and corona have nasty tendency to flicker.
Setting corona input to luminance doesn't work either.
Could this be done in post?

By the way, in the scene in question, I'm making a city flyover, so the camera moves along all axies and banks and pans. If I use traditional bloom or corona, I get flicker when the glowing areas get larger and smaller.

You could make a special version of your object and use that as a pass in your comp program. For example if you have specific windows you want to glow to you could set those windows to be pure red and then isolate the red channel to use as a track matte.
The last time I had to have an HDInstanced object glow I just rendered out a black and white version of my object to use in AfterEffects and did the glow in comp.
