I rendered out a 2 hour project as a mpeg-2 but U-Lead says the file is to big to burn on a DVD. What codec should I use to make the project fit with the best quality?

MPEG-2 is the only codec for video on DVDs.
What data rate did you encode it at and how long is your project?

use a dual layer DVD-DL

A quick fix to that would be to finish your project as a DVD9 (dual layer) but to save the files on your hard drive not on a DVD. Those DVD files should be in AUDIO_TS and VIDEO_TS folders (the same as on a burned DVD).
After use DVD SHRINK (It's a freeware) to shink it to a single layer DVD. Burn it using DVD Shrink and voilą!!!!
Another option would be to burn it on a dual layer and after shrink it and burn it back on a single layer.

I would Use Sony DVD Architect. it will automatically change the bitrate to the highest possible while still fitting it to the disc, thus only manipulating the data one more time.
